I would say so yes.  It's unlikely you would want to restore your computer back very far, and my guess is system restore wouldn't work in any case base on my experience, so I would go ahead.  I've had to do this more than once (turn off/on system restore to get it going again).

ok i tried that and it still said the same thing as last time. So whats wrong now?
