Alright, so I had my 9600 GSO in my computer and was getting 90-130 FPS in COD4. I switched to my GTS 250, got much better of course, but now I'm back to my 9600 and getting max 60 FPS.
What gives?

Same settings you had on it when it was just the 9600 previously? Not one change to anything else?

Is it trying to "sync" FPS with your refresh rate? (Which, BTW, is a Good Thing To Do....)
Dunno CoD, but check that it's not trying to run "sync'd" if you want more GPS (& tearing!
)

Ahh I found out what it was ... I did have 'sync every frame' enabled, so I removed that and lowered the resolution to 1280x720 and it's back to normal
