There is only one reason we accuse you of camping:

The rules clearly state that when Fenix and DeadMeat are in a loaded rocket hog. And you are walking the map (as you were in the case you cite), or waiting for a hog. When we drive by you and DeadMeat empites all 3 rockets and misses, you are not allowed to nade them, kill them or take the hog. That is called camping, I am sure every Admin would back that up.
