I am about to get a new computer but with limited cash lol (still not working)
this is the one im am thinking about and was wondering if it is good enough to play Ark and of course Halo lol

ARK is a poorly optimised game so you need a pretty good video card + processor to play at a high FPS with decent settings. For example on my rig (i5 4460 + R9 290) I was getting about 50 FPS on high settings. My rig isn't low-end by any means.

The PC you have linked has no video card. It will not play ARK very well. It will be ok for Halo though. The CPU is ok but without a graphics card it won't be able to play many games well.
