Text2 Speech (VENT)

ok so i can't use text2speech bindings, all my other bindings can work bar the text2 speech one. As i guest cant i use them? i ahve no clue.
heres what it looks like. I have selected a bind key. i ahve no clue

Press OK. Then you know the arrow you  click on to get to that menu in the first place? Click on the drop down box and choose the name of the binding you wish to use, then press the appropriate key to make that binding sound.

I do but it doesnt play it. All the other ones like move channel etc.. work but not text to speech

tts is disabled in most channels because it is really annoying and people abuse it

i think some channels still use it

It is turned off in the Lobby, Halo Racing Room, Time Trials and Scrim channels.
