Problem with Halo Custom (technical) i think not sure

After i downloaded the software onto my computer they said that i need some king of prority to open this patch.  What dos that mean and how can i fix it?

(i use windows vista if that helps)

Are you the admin of your computer?

Might be it, but i r computer stoopid  :)

You also might get more help if you post in the Tech Support board, or even use the search. (next to profile, not the one in the top right, i spent hours looking for things through that, then realised i was searching google.. but thats another story...).
