If i am racing along and i notice that one of my team is camping, behind a rock; cliff or ledge ect, do i have the rite 2 nade him so he falls out.

Technically if you nade him, even though he is breaking the rules, you are then breaking the rules. It is always best to let the admins handle it. You can politely type in chat to make an admin aware of it so they can look for it. It would kind of stink to get in trouble yourself just cause someone else is breaking the rules. An admin might see you teamnade and not know that the other guest was camping. Then you would get a warning. So the answer is no it is best just to keep racing. Thanks for the question bud and we will see you on the tracks.
