Considered Hog Camping?

I was just racing as a gunner. My driver had stopped to type something to say. While he had stopped i had fired at an oncoming hog, the driver of that hog asked if it could of been camping. I said i wasen't sure and either was he, so i thought i should post here and find out.

So i have come to clear it up just to see, i went and checked the camping rules but dident find anything in it about the driver stopping to type, although it is similiar to these two rules:

6.8.    If your driver is picking up a passenger, and waits more than a moment for pickup, you may not fire until the hog is moving again, unless you are firing in self-defence.

6.9.    Similarly, if the driver or passenger jumps out to grab health, you may not fire until the hog is moving again, unless you are firing in self-defence.

So would this be the same? If the driver stops to type then the gunner can only fire in self defence?

If you are being fired upon yes you can return fire.You will have to be fired upon first.
