Badges(kinda like terra's userbars)

well kinda stealing terra's idea here but i maker badges i will send to people who i belive earned them
like, blitz for example, i believe he has earned the master sig Maker badge(velocity too)
so i would make him a badge(userbar)that says that, and for any of you starting sig making(not you panther, your too good already)
i made a badge to start with
