Yes It Is! My chain hogs are the same pattern but orange! Its called a skin, basically Its a wrapping around an object which you can make with certain programs. Or you can be like me and just ask people to make them for me, or use what others have already made. LostMyMind made this set, he goes by ReMynd now.
